Nurse Manager - Health Service - Leeton District Hospital

Position Summary
Responsible to the Sector General Manager and working within a combination of Primary Health, Secondary Prevention and Self Care framework, the Nurse Manager of the designated Health Services is responsible for the day to day operational management of the Integrated or Primary and Community Health Service and emergency care services.
The position is a key influencer in moving GSAHS to integrated health models of care. This position is also responsible for providing an environment that supports learning in addition to a broad range of Nursing & Midwifery matters including:
Professional standards and practice
Practice development
Evidence based practice
Leadership & Management development; and
Workforce and nursing workloads
Selection Criteria
Current registration as a Registered Nurse with the NSW Nurses and Midwives Board and at least seven years full time equivalent post registration experience.
A degree from a recognised tertiary institution in such areas as health management, health policy and planning, business or associated fields or working towards the same, and/or demonstrated successful experience at service management level and a commitment to ongoing professional development.
Demonstrated experience in Health Service management and in the analysis and resolution of health planning issues.
Proven track record in managing budget and service targets.
Demonstrated ability to communicate, consult and negotiate effectively with the local community, health professionals, health interest groups and staff.
Demonstrated skills in formulating new approaches and developing comprehensive implementation and improvement strategies for nursing and midwifery services;
Demonstrated computer skills with experience in the use of GSAHS clinical, quality and workforce information management systems.

Ability and willingness to travel for work purposes. This may involve driving long distances with the Health Service.

Principal Responsibilities
In conjunction with the Sector General Manager and the sector executive develop an annual operational business plan that includes performance measures in relation to finance, activity and FTE.
In conjunction with the Sector General Manager develop an annual performance agreement based on achievement of the service’s business plan measures.
Working closely with the Sector Finance & Business Manager to manage the financial resources of the designated services to achieve financial targets.
Manage inpatient bed utilisation and community health activity to achieve performance targets.
Manage FTE, nursing & where appropriate midwifery workloads, rostering systems and recruitment to achieve FTE performance targets.
Work in partnership with the Sector Director of Nursing and Midwifery to ensure professional advice and support to the clinical staff in relation to professional practice standards, evidence based clinical practice, clinical and professional development.
Increase the focus on links with primary and community based services that provide options for people with disabilities, chronic and complex care conditions, particularly focusing on early intervention, reducing readmission and supporting people to stay at home.
Manage all services within a framework that supports innovation and better practice in clinical care, including providing nursing clinical leadership and clinical practice where appropriate
Work in collaboration with the local Health Service Advisory Council, consumers, Medical Officers, voluntary groups and other health stakeholders to develop a mechanism that supports feedback and participation in health service delivery issues in the community.
Attend and contribute to Site, Sector and Area committees and meetings, provide statistical and other reports as required/requested by the Sector General Manager.
Maintain effective lines of communication with staff and stakeholders to ensure effective and efficient service delivery.
Maintain an effective internal control procedure in relation to accounting and cash handling functions performed within the acute services. Respond to any identified service deficiency with appropriate or recommended action.
Maintain performance evaluation for all staff consistent with the GSAHS Performance Evaluation Program.
Work in conjunction with the Sector General Manager, Area Nurse Manager – Mental Health Nursing and the Mental Health Unit to address issues in relation to the provision of service to mental health clients within the Service.
With assistance from the relevant Sector/Area corporate support personnel and Sector General Manager ensure that all complaints, grievances, disputes and disciplinary measures are managed in accordance with area policy and procedures.
Participate in activities that improve knowledge of human resource management, industrial issues and Area employee policy matters.
With the support of clinical leaders ensure access to education programs, resources and professional development activities for all staff, ensuring clinical staff skills are maintained at a high standard.
In consultation with the Clinical Governance Unit and Area Directorate of Nursing and Midwifery Services develop and implement Policies, Guidelines and Protocols to ensure a safe baseline standard of care for nursing and maternity services at the facility.
Oversee the EQuIP Accreditation process for the campus and ensure that systems are in place to meet all required standards for acute care, aged care (if applicable), primary & secondary health; community based & allied health services.
Participate in Emergency Management planning as required by the Sector General Manager and act as the local Emergency contact person for the campus.
Ensure compliance with Department of Health Policy, GSAHS Health Policy and Procedures and GSAHS By-laws and Delegations within the area of accountability.
