Pilot nurse bank project injects nurses into rural Victoria

A pilot nurse bank management service in rural Victoria is achieving positive outcomes for local health services.

The centralised rural casual nurse bank based in the Grampians region, known as CasConnect, has 10 health services on board and more hoping to sign on.

CasConnect manager David Francis said the pilot project went live in 2008 and despite being intended specifically for the Grampians region, was also rolled out to other health services as interest in the project escalated.

Mr Francis said the bank of casual staff, who are all hospital employees, has had 700 members across all rural health service departments, peaking at 555 members in September 2010, and now sits at 500 members.

"CasConnect has supported the transition of many of these exiting casual members to permanent positions within these health services," he said.

"On average, participating health services have also increased their casual relief pools by 20 percent during the rural heath bank pilot period."

Mr Francis said the flexible and low-cost system had generated an estimated $2 million in savings for participating health services and had also helped reduce the potential of clinical and other risks associated with the use of agency staff in a rural setting.

"This has been achieved in part through CasConnect staff being employed by the participating health services, not CasConnect, so that all registrations, competencies and checks are assured by the health services," he said.

"Also, access to private nursing agencies is problematic due to the large geographic region and generally low rates of usage of agency.

"The sharing of relief staff resources between health services has been a significant outcome of the CasConnect project."

Under the system, nurse member benefits include accessing work across a large geographical area, the ability to accept offers from SMS and online, and a no cancellation policy on shifts.

Mr Francis said the pilot project was recently evaluated and is now awaiting an announcement on its future.
